The city of Omaha is a "Pane" to deal with...

Three years after the city of Omaha "accidently" demolished Frankie Pane's building, the one they so desparately wanted gone, the city is demanding that Frankie remove the remaining part of the building. It appears from the news that Omaha has been playing games with Pane in order to prevent him from rebuilding his bar. I have serious suspicions about the city's motives during all of this.
